On August 5, 1917, he became the youngest colonel in the Army at age thirty-one. Arnold never saw combat service in World War I—or, of course, World War II when he commanded the Army Air Forces—and this left him with a feeling of incompleteness. He served in a number of important positions in the 1920s and early 1930s including as commander of the air depot and logistics complex at Fairfield, Ohio. In 1928–1929, Arnold attended the Army Staff College at Fort Leavenworth where he subsequently taught classes on air power and thus influenced the Army’s ground students in the classes.

Lovett—to become Assistant Secretary of War for Air in April 1941—was convinced that air power would play a crucial role in the coming conflict and he agreed with Arnold that the air forces needed to be brought up to at least minimum strength as quickly as possible. Lovett knew how to get things done. With his perception and dry sense of humor, he was a perfect fit with Hap Arnold. S. aircraft production to Arnold’s forces rather than to the British.
