It is clear that by late 1906 the group of Montreal financiers associated with the Bank of Montreal and responsible for the contemporary consolidations Politics of protection 39 in both woven textiles and glass had assumed control of his firm, the largest knitting concern in the dominion. The Montreal group included two textile wholesalers, David Morrice, whose firm for many years had marketed Penmans products, and Charles Blair Gordon. The new company faced a problem common to the larger joint stock companies of the day.

Relative to the wovencloth trade, in fact, the knit-goods industry fared relatively well in the first third of this century. There were, however, certain general, and gender-specific economic reasons for midlands hosiery workers to consider emigration. When Penmans began their Nottinghamshire and Leicestershire recruiting in 1907-9, times were slack in the British trade. It was in the spring of 1910, in the wake of these hard times, that Canadian agents had their greatest pre-war success in encouraging hosiery workers to consider Canada.

Penman had functioned as a philanthropist, using his personal wealth to build and maintain community institutions. His charitable influence upon town life was welcomed, seen as privileging the town as a whole rather than the firm in particular. Penman, himself, as an American citizen, had never been eligible for municipal office. The salaried executives of the new corporation as individuals did not endow any new community institutions but rather arrived at civic receptions bearing cheques upon which the company's name was embossed.
